3 groups of health standards for drivers

According to Circular 36/2024/TT-BYT, health standards for drivers and specialized motorbike operators are divided into 3 groups.

Group 1: Applicable to health check-ups for granting A1, B1 driving licenses and specialized motorbike operators.

Group 2: Applicable to health examinations for issuance of class A and B driving licenses.

Group 3: Applicable to health examinations for issuance of class C1, C, D1, D2, D, BE, C1E, D1E, D2E and DE driving licenses.

Circular 36/2024 stipulates: People with a driving license issued before January 1, 2025, if they need to change or reissue a driving license from class A1 to class A driving license according to the provisions of Point a, Clause 3, Article 89 of the Law on Road Traffic Order and Safety: Apply Group 1 health standards for health examination.

Health examination for disabled people applying for a Class A1 driver's license or a Class B driver's license as prescribed in Clause 2, Article 57 of the Law on Road Traffic Order and Safety: Apply the health standards prescribed in Appendix I issued with this Circular for health examination but do not require Musculoskeletal examination.

Health examination contents

Health examination contents for drivers and specialized motorbike operators are specified in Appendix II issued with this Circular.

Content of periodic health examination for car drivers, including: According to the provisions of Clause 3, Article 36 of Circular 32/2023/TT-BYT; for the content of mental examination, it is implemented according to the provisions of Section 1, Part II of Appendix II issued with this Circular.

For female drivers, when having periodic health examination, they must have a gynecological examination according to the provisions of Clause 4, Article 36 of Circular 32/2023/TT-BYT.

Drug testing and alcohol concentration testing.

Circular 36/2024/TT-BYT takes effect from January 1, 2025.

Joint Circular No. 24/2015/TTLT-BYT-BGTVT dated August 28, 2015 of the Minister of Health and the Minister of Transport regulating health standards for drivers, periodic health examinations for car drivers and regulations on medical facilities for health examinations for drivers ceases to be effective from the effective date of this Circular.
