7 positions in the education and training sector that must be periodically transferred
This Circular applies to civil servants who do not hold leadership or management positions and officials who directly contact and handle work in agencies, organizations and units under the management scope of the sector, the education and training sector at local authorities.
List of positions that must be periodically transferred
According to the Circular, the list of positions in the education and training sector that must be periodically transferred includes:
1. Admissions and training at public schools.
2. Allocation of quotas and management of admissions for educational institutions in the national education system; Allocate postgraduate training quotas and overseas training quotas at agencies and units under the management authority of local authorities.
3. Appraise and approve training and fostering programs of educational institutions in the national education system.
4. Appraise local educational materials, documents, textbooks, teaching aids, and other technical materials for teaching and research
5. Appraise establishment records and permit educational activities of educational institutions in the national education system under its management.
6. Managing projects and proposals in the field of education and training.
7. Allocating and appraising scientific research topics in the field of education and training.
Periodic period for job transfer from 3 to 5 years
The period for job transfer in the field of education and training prescribed in this Circular is from 03 years to 05 years.
The time for calculating the job transfer period is the time when there is a document on transfer, arrangement, and assignment of tasks from the competent authority according to the provisions of law.
This Circular takes effect from January 14, 2025.
Regarding the transitional provisions, the Circular clearly states that for subjects subject to periodic job position transfers as prescribed in (*) above who have been transferred according to the provisions of Circular No. 41/2021/TT-BGDDT before January 14, 2025, the responsible agencies, organizations and units shall continue to monitor and calculate the time holding the job position to review the periodic transfer according to the time limit prescribed in this Circular.
For departments, bureaus, offices, inspectorates, units established by the Minister of Education and Training and public service units under the Ministry of Education and Training (including higher education institutions), they shall continue to implement according to the issued plan until there are specific regulations of the Minister of Education and Training on the list and time limit for periodic job transfers.
