From January 2025, the maximum speed on highways is 120 km/h
The new point in this circular is that the Ministry of Transport clearly stipulates the design speed of each type of road. For expressways, vehicles are allowed to run at a maximum speed of 120 km/h, the lowest speed is 60 km/h. In the case of expressways with a maximum design speed of 60 km/h, the minimum speed is implemented according to the traffic organization plan approved by the competent authority.
In addition, the Ministry of Transport still maintains the regulation on the maximum speed of vehicles in densely populated areas, the highest is 60 km/h, the lowest is 50 km/h. Vehicles traveling outside densely populated areas are allowed to run at a maximum speed of 90 km/h, the lowest is 50 km/h, depending on the type of road. The Ministry of Transport allows competent authorities to "place speed limit signs based on the actual conditions of the road or route". This helps localities proactively and flexibly adjust signs. This Circular takes effect from January 1, 2025.
