Specifically, Clause 1, Article 21 of the 2023 ID Law stipulates that Vietnamese citizens who have been issued an ID card must carry out procedures to issue and change their ID cards when they are 14 years old, 25 years old, 40 years old, and 60 years old.

Clause 2, Article 21 of the 2023 Law on Identification and Clause 2, Article 21 of the 2014 Law on Citizen Identification both stipulate: Citizen Identification Cards/Identification Cards that have been issued, renewed, or reissued within 2 years before the age of card renewal are valid until the age of card renewal.

In 2025, people born in 2011, 2000, 1985, and 1965 will turn 14, 25, 40, and 60, respectively. Accordingly, people born in 2011 who do not yet have an Identification Card should apply for an Identification Card as soon as they are old enough.

People born in 2000, 1985, 1965 need to make a new ID card before the old card expires, except in the following cases, they do not need to make an ID card:

- People born in 2000 who made a Citizen ID card or ID card between the ages of 23 and 25, the Citizen ID card or ID card will be valid until their birthday in 2040.

- If a person born in 1985 made a Citizen ID card or ID card between the ages of 38 and 40, the Citizen ID card or ID card will be valid until their birthday in 2045.

- People born in 1965 who made a Citizen ID card or ID card between the ages of 58 and 60, the Citizen ID card will be used for life.
