Phu Luong develops commercial infrastructure
Concretizing the goals of the Resolution of the District Party Congress for the term 2020-2025, in the past time, Phu Luong has built and implemented the project on developing trade and services for the period 2021-2025. After more than 4 years, the district has achieved many positive results.
One of the outstanding projects and works that the district has attracted investment into develop trade and service infrastructure is Aloha Mall Phu Luong Supermarket. The project was approved by the Provincial People's Committee in 2023, with Thai Hung Company Limited as the investor; scale of 2.4 hectares, in Trang Hoc residential group, Du town. Regarding architecture, along with the supermarket is a system of offices, warehouses, public houses, parking lots, internal roads, yards, trees, and landscapes. During the implementation of the project, Phu Luong District People's Committee directed departments, offices, specialized units and Du town People's Committee to actively coordinate and create favorable conditions for investors to carry out processes and procedures according to regulations. Periodically, the District People's Committee organizes reviews, progress assessments, removes difficulties and obstacles, and urges investors to ensure progress.
With the active support of the locality, on July 8, 2024, the Provincial People's Committee issued a decision allowing Thai Hung Company Limited to change the land use purpose for an area of over 13,460m2 in Du town (which Thai Hung Company Limited has transferred the land use rights of households and individuals) from agricultural land to commercial - service land.
In a recent meeting with the investor, Mr. Nguyen Hoang Mac, Chairman of Phu Luong District People's Committee, requested the investor to proactively coordinate with the consulting unit to complete procedures related to land, environmental impact assessment, traffic connection, fire prevention and fighting licensing... to organize the expected groundbreaking ceremony in September 2024. He also affirmed that the project will come into operation, contributing to promoting the shift of the socio-economic structure in the area, promoting trade of goods, contributing to Phu Luong achieving new rural standards.
Thanks to the good work of attracting investment in commercial infrastructure, up to now, Phu Luong district has 4 specialized supermarkets in operation, including electronics supermarkets in Du town, Giang Tien town, Co Lung commune and C'Mart Phu Luong supermarket. Along with promoting investment attraction in the trade - service sector, the district pays special attention to investing in rural market infrastructure. This is the most effective solution to stimulate consumption and promote the consumption of local agricultural and forestry products. There are currently 12 markets in Phu Luong district, including 1 2nd-class market (Du market) and 11 class 3 markets with a total of nearly 1,500 business households. In addition to encouraging businesses to invest in developing commercial infrastructure, the district's Trade Development Project sets a target of completing the construction of Du market, Phan Me market, and building new Phu Ly and Yen Trach markets by 2025. In the period of 2021-2024, the People's Committee of Phu Luong district has allocated 5.47 billion VND to invest in the construction and renovation of Giang Tien, Yen Lac, Yen Ninh, Yen Trach markets, and is preparing to renovate Tuc Tranh market.
Many traders and people in Yen Trach commune are excited because the investment project to upgrade the commune's market will be completed and put into use before the Lunar New Year of Giap Thin 2024. In addition to the market hall, other items have also been invested in such as: toilets, fences, drainage ditches, concrete yards, internal roads, etc. The completed project not only meets the business needs of over 80 traders, but also promotes the buying and selling of people in the surrounding area. Ms. Nguyen Thi Hoi, Head of Yen Trach Market Management Board, excitedly said: People in Yen Trach commune mainly produce agriculture. The main products in the locality are tea trees, some households grow medicinal herbs, and there is a cooperative group for producing sticky rice and lychee. Previously, Yen Trach market was degraded, many traders in other communes did not come here to buy and sell. Since the market was invested in and rebuilt to be clean and beautiful, the trading of goods for people has become more convenient. The market holds sessions on the 4th, 9th, 14th, 19th, 24th, and 29th of every month.
With the commercial infrastructure attracting investment, it has had a positive impact on the total retail sales of goods and service revenue in the area. According to statistics from Phu Luong district, in 2023, the total retail sales of goods and service revenue is estimated at over 2,408.7 billion VND, an increase of 641.9 billion VND compared to 2021. The average growth rate in the period 2021-2023 reached 14.29%, achieving the progress of the project. The average purchasing power per capita in 2023 reached 22.67 million VND/person/year, an increase of 5.76 million VND/person/year compared to 2021 and equal to 107% of the plan. “To continue promoting the development of commercial infrastructure, in the coming time, Phu Luong plans to adjust the planning, aiming at some urban markets with many transactions to auction land use rights to attract investors to develop commercial centers and supermarkets. For markets in rural areas where investors are not interested, the district will allocate a budget to maintain operations, ensuring the living needs of the people,” Mr. Hoang Duy Hung, Vice Chairman of Phu Luong District People's Committee said.
