Progress in administrative reform in Dinh Hoa district
The administrative reform index of Dinh Hoa continued to increase, belonging to the group of districts and cities with good index scores.

Looking back at 2023, it can be seen that this is a successful year in administrative reform of the mountainous district of Dinh Hoa when the administrative reform index of the district continued to increase with 80.7 points, belonging to the group of districts and cities with good index scores. Mr. Nguyen Minh Tu, Deputy Secretary of the Dinh Hoa District Party Committee, Chairman of the People's Committee, affirmed: "The goal of the district is to build a democratic, modern, professional, disciplined administration that best serves and meets the requirements of organizations and individuals. The district always identifies administrative reform as one of the key tasks that need to be focused on and directed throughout the year. Therefore, from the beginning of the year, the district has issued many documents to lead, direct, and well implement public service activities and administrative reform, including plans to inspect, supervise, train, and guide in the field of administrative reform; promptly rectify public service activities and administrative reform of agencies, units, and localities."

Mr. Luu Viet Linh, Deputy Chief of Office of the People's Council - People's Committee of Dinh Hoa district, informed: "The district has publicly, fully, and promptly posted administrative procedures according to regulations. The number of administrative procedures under the authority of the District People's Committee listed includes 15 sectors, 290 procedures, of which 88 are full-process public service procedures; 38 administrative procedures are resolved under the one-stop mechanism; fully posting 16 administrative procedures under the authority of the Central agencies organized vertically at the Department of Receiving and Returning Results of Administrative Procedures of the District People's Committee. In the first 9 months of 2024, 99.92% of administrative procedure records were resolved on time, before the deadline, with no overdue records. The digitization of records and documents reached over 98.16%. In addition, the address, hotline number for receiving feedback, recommendations and the phone number of the person in charge are also publicly posted at the "one-stop" department.

To gradually improve work efficiency, promote administrative reform, the management of cadres and civil servants of Dinh Hoa district has been reformed in the direction of clearer assignment and decentralization. Ms. Thai Thi Thin, Head of the Department of Internal Affairs of Dinh Hoa district said: “Based on its functions and tasks, the Department of Internal Affairs advises the District People's Committee to organize inspections of public service, inspections of administrative reform work, and improve the effectiveness of governance and public administration at agencies, units, and People's Committees of communes and towns according to plans and surprisingly. From there, promptly correct and overcome difficulties and limitations, and improve the quality of public service activities. Through inspection, it is shown that the implementation of the Office Culture Regulations, the Code of Behavior for cadres, civil servants, public employees, and workers in state administrative agencies, public service units under the District People's Committee and People's Committees of communes and towns in Dinh Hoa district (issued in 2022) has now become routine. The authority and responsibility of heads of units have also been raised.”
