Determining that infrastructure is an important factor in promoting socio-economic development in rural areas, through the New Rural Development Program, Pho Yen City has mobilized resources to invest in building and upgrading roads, irrigation canals, cultural facilities, etc. Facing the current situation that many rural roads in some communes and wards that have been invested in for a long time are still narrow and have degraded, the management, investment in construction, and upgrading of traffic infrastructure have always been of interest to Pho Yen City. Along with allocating local budget sources and capital to integrate programs and projects, the city also creates favorable conditions to attract investment resources according to the plan.

Mr. Duong Van Hien, Head of the Economic Department of Pho Yen City, informed: “This year, the city was allocated 2,500 tons of cement by the Provincial People's Committee to support the construction of rural infrastructure. From this source, the locality has implemented regulations to bid for selecting cement suppliers, allocating to communes to implement the construction and upgrade of more than 11km of roads. Previously, from 2022 to 2023, from mobilized resources, the whole city has built over 100km of rural roads, meeting the travel and trading needs of the people”.

95% of rural roads in Pho Yen have been concreted; over 90% of intra-field canals have been solidified; 96% of households have accessed clean water for daily life.

Along with building roads, the intra-field canal system continues to receive investment attention from Pho Yen City. In 2023 alone, the locality has spent more than 11.5 billion VND to repair 3km of intra-field canals; repair and dredge Trung Nhot Lake, Thanh Cong Commune and Cham Co Lake, Minh Duc Commune; upgrade 2 pumping stations, Tham Thinh, Van Phai Commune and Doi Cao, Tan Huong Ward. Currently, the locality is implementing 4 canal projects, with a total cost of 10.8 billion VND. Thereby contributing to ensuring irrigation and drainage, promoting effective agricultural production. Mr. Do Cong Hanh, Chairman of the People's Committee of Phuc Thuan Commune, said: "With 11 irrigation works, 21.5km of level 1 and 2 canals and 38.5km of intra-field branch canals, up to now, the commune has solidified over 60% of the works. Every year, the commune regularly maintains, dredges, and maintains production equipment and machinery, ensuring that the works are effective.

With the synchronous implementation of solutions, along with the efforts and consensus of the people, up to now, 95% of rural roads in Pho Yen have been concreted; over 90% of intra-field canals have been solidified; 96% of households have accessed clean water for daily life... Thereby contributing to promoting the development of agricultural and rural economy. On this basis, the city also implements a mechanism to encourage agricultural development by supporting newly planted and replanted tea and fruit trees; expanding linkage models; developing cooperatives, farm economy, and household economy.
