Determining that communication and information dissemination to people, especially the poor, plays an important role, every year, Phu Binh district People's Committee requires specialized units and People's Committees of 20 communes and towns to regularly update documents and policies of the State on poverty reduction; local political, economic and social situation; models and experiences of labor, production and business through the grassroots loudspeaker system as well as the district and commune electronic information portal.

To ensure smooth information transmission, the district requires specialized departments and local authorities to regularly inspect and propose plans to upgrade the grassroots broadcasting system. In March this year, the district People's Committee coordinated with the Department of Information and Communications to install 6 radio stations applying information and telecommunications technology with 88 receiving and broadcasting clusters in the communes of Uc Ky, Nha Long, Bao Ly, Xuan Phuong, Thanh Ninh and Huong Son town. Currently, the specialized department is advising the district People's Committee to deploy solutions to implement the project on developing grassroots information for the period 2021-2025 of the province.

In addition, Phu Binh also focuses on implementing poverty reduction in information associated with the implementation of digital transformation tasks. Accordingly, the District People's Committee requires telecommunications units to develop mobile subscribers; invest in installing and upgrading network infrastructure, digital infrastructure, especially in disadvantaged hamlets, far from the central area. Currently, 100% of hamlets and residential groups in the area have been covered by 3G/4G mobile waves; 100% of communes and towns have fiber optic cables to the commune center.

Many poor people have accessed to information on policies, knowledge, and production experience, so they have changed their thinking, working methods, and proactively risen up to escape poverty. Mr. Pham Van Tinh, Dong Bon hamlet, Tan Thanh commune, said: When reading newspapers online, I learned that the phone accessories business model is quite popular today. To have income and pay for daily expenses, I boldly borrowed money to open a small shop at home. If business is good, I will import more products to increase income and escape poverty.

To continue improving the effectiveness of communication work and reducing information poverty, in the coming time, Phu Binh district will step up the development of propaganda news articles through the grassroots radio system and mass media; request communes and towns to direct community digital technology teams to increase support and guidance for the poor in using telecommunications services and applying information technology. At the same time, the district also requires telecommunications units to continue upgrading synchronous and modern technical infrastructure.
