Hoa Binh commune achieved new rural standards in 2015. Since then, the commune has mobilized resources of over 121.9 billion VND to implement the criteria; people donated over 60,000m2 of land and contributed tens of billions of VND, thousands of working days to build new rural areas.

Currently, 100% of the commune's main roads and inter-hamlet roads are hardened and maintained annually. In 2024, the average income per capita will reach 55.33 million VND; the multidimensional poverty rate in the period 2022-2025 will account for 5.37%.

After inspecting the actual situation and appraising the documents, the working group discussed, evaluated, commented and scored the two localities. On a 100-point scale, Van Lang commune scored 97.8 points, meeting 19/19 criteria, eligible for recognition as a new rural commune; Hoa Binh commune scored 97.05 points, meeting 19/19 criteria, eligible for recognition as an advanced new rural commune.
