Accordingly, Yen Binh Concentrated Information Technology Park is planned with an area of about 200 hectares, of which the area belonging to Pho Yen City is 137.95 hectares, Phu Binh district is 62.05 hectares; the labor scale is about 19,200 people, the resident population is over 15,400 people.

This is an area that concentrates research, development, training, production and trading of information technology products and services; provides infrastructure, provides information technology services to organizations, enterprises and other activities related to the information technology field. In addition, the project also plans areas providing support services: residential areas, specialist housing areas, other functional areas (finance, banking, hospitals, etc.).

Regarding land use, it is divided into 3 groups:

The sub-zone group performs the functions and tasks of the concentrated information technology park, including: Production and business area of information technology products and services; research and development - training area; offices, working headquarters serving management and operation; display, fair, exhibition, product introduction and communication area; focal technical infrastructure area and other functional areas.

The sub-zone group provides services for the concentrated information technology park, including: Ecological area and people's services; financial area or financial and banking linkage area; residential area serving experts working in the concentrated information technology park and other functional areas providing services for the concentrated information technology park; green land and technical infrastructure land.

Regarding orientation, principles of space organization, landscape architecture: The concentrated IT park organizes the East-West horizontal traffic axes and the North-South vertical traffic axes with the role of traffic routes and landscape axes connecting the functional areas of the concentrated IT park with the external traffic system.
