The objective of the Plan is to implement the Urban and Rural System Planning for the period 2021–2030, with a vision to 2050, which was approved by the Prime Minister in Decision No. 891/QĐ-TTg dated August 22, 2024 (referred to as the Urban and Rural System Planning), ensuring effectiveness and efficiency.

The Plan aims to concretize the tasks, policies, and solutions related to the implementation of the Urban and Rural System Planning, in line with the objectives, tasks, and contents approved by the Prime Minister; and to assign specific responsibilities to ministries, sectors, and local authorities according to their functions and duties to ensure effective implementation.

According to the Plan, regarding public investment projects: The investment in nationally significant projects will be carried out in accordance with the list of key national projects approved under the National Master Plan for the period 2021–2030, with a vision to 2050, and the Government’s Action Program to implement Resolution No. 81/2023/QH15 dated January 9, 2023, of the National Assembly on the National Master Plan for the period 2021–2030, with a vision to 2050, and the Implementation Plan for the National Master Plan issued under Resolution No. 90/NQ-CP dated June 16, 2023, of the Government.

Projects related to the development of regional and inter-regional technical infrastructure systems, urban and rural upgrading and development, and the development of functional zones in each region using public investment capital shall be implemented in accordance with the Regional Planning Implementation Plans approved by the Prime Minister.

Relevant ministries and localities are tasked with developing proposals and programs to be submitted to the Prime Minister, including: the National Program on Urban Development, Renovation, Upgrading, Reconstruction, and Infrastructure Development; and amendments and supplements to the Prime Minister’s Decision on the National Urban Classification Plan.
