Implementation Plan for the Semiconductor Industry Development Strategy in Thai Nguyen Province through 2030 with a Vision to 2050

I Context and Current Status of the Semiconductor Industry:

• The global semiconductor industry is undergoing rapid transformation, offering opportunities to enhance national autonomy and build domestic semiconductor manufacturing capabilities.

• Semiconductors play a pivotal role in the digital economy and are a core component of the Fourth Industrial Revolution, with applications across multiple socio-economic sectors.

• Global demand for semiconductors remains high, presenting an opportunity for Vietnam — including Thai Nguyen — to attract investment, develop infrastructure and human resources, and deepen integration into global supply chains.

• Thai Nguyen holds strategic advantages in geography, workforce, and infrastructure. It ranks fourth nationwide in industrial production value and has attracted over 220 FDI projects with a total registered capital of USD 11.26 billion, primarily in electronics and semiconductor-related fields.

Continuing the assessment of the semiconductor industry in Thai Nguyen:

• The Provincial People’s Committee has submitted a proposal to the Prime Minister to approve the establishment of the Yen Binh Concentrated IT Park with an area of nearly 200 hectares, aimed at attracting investment and promoting semiconductor and high-tech industry development.

• The province has a diversified education system with numerous universities and vocational training institutions, offering a strong foundation for developing a high-quality workforce in semiconductors, information technology, and advanced engineering.

• According to Decision No. 1017/QD-TTg dated September 21, 2024, on human resources development for the semiconductor industry, Thai Nguyen has formulated a training plan that includes both semiconductor technology and artificial intelligence (AI).

• This plan aims to develop specialized human resources in alignment with the global trend of digital economic growth and semiconductor industry advancement.

III. Objectives and Requirements

General Objectives:

• Position Thai Nguyen as a national hub for semiconductor research, design, chip manufacturing, and specialized electronic device production.

• Train and develop a highly skilled workforce to meet both domestic and international demand, progressing toward becoming a regional and global center for semiconductor human resources.

• Leverage existing advantages to formulate incentive policies to attract enterprises, experts, engineers, and high-level researchers to invest and work in Thai Nguyen’s semiconductor sector.

Specific Goals by 2030:

• Complete the necessary infrastructure, workforce, and support conditions for research, manufacturing, and training in the semiconductor industry.

• Attract at least one investment project in the semiconductor field.

• Partner with major domestic and international enterprises to train lecturers and engineers (approximately 20 people per year).

• Recruit and train approximately 300 new semiconductor professionals annually; reskill around 1,000 workers from related fields, with a total of 2,000 trained personnel per year.

II. Key Tasks and Implementation Solutions:

• Conduct surveys and assessments of local potential for semiconductor development.

• Develop and improve infrastructure to facilitate semiconductor investments.

• Attract investment projects and mobilize funding sources.

• Build and develop human resources while implementing strategies to attract talent.
