From July 1, electronic health books will replace related documents in medical examination and treatment

The Government has just issued Decree 102/2025 regulating the management of medical data.

According to Clause 5, Article 10 of Decree 102/2025, medical data on disease prevention, medical examination, treatment, health care and related information will be used to deploy electronic health books.

Medical facilities operating legally in Vietnam are responsible for connecting, sharing, and communicating related medical data with the electronic health books integrated on the national identification application (VNeID).

Legally operating medical facilities, Vietnamese citizens or foreigners who have been granted electronic identification accounts are allowed to use the electronic health books integrated on VNeID to replace related documents in the process of disease prevention, medical examination, treatment, and health care according to regulations.

Also according to Decree 102/2025, master data in the national health database has official usage value, equivalent to paper documents provided by competent authorities.

Master data in the health database of ministries, branches, and localities has official usage value, equivalent to paper documents provided by ministries, branches, and localities. Decree 102/2025 takes effect from July 1, 2025.
